A Windows PC or server, an Apple Silicon Mac, or a Linux machine. For a small team, a spare computer is enough. Your people reach it on the office network.
A Linux server from AWS, Hostinger or any host that offers Ubuntu 24.04 or Debian 12. Pulse sets up its own secure web address, and only devices you’ve paired can sign in, with a password and a code. You pay the host for the server; Pulse itself is still bought once.
An office install can be reached from home or the road through your own free Cloudflare account, with the same paired-device sign-in. Pendragon is never in the middle.

No. The license is perpetual and the version you bought keeps working. Updates ship as signed installers. A major new version may be a paid upgrade; that’s your call, and there is no meter.
